Purpose of the H&S SLA
Health safety and welfare is a basic requirement for workplaces and is enshrined in law through the Health and Safety at Work etc Act 1974 and subordinate regulations. The law also requires that all High-Rise buildings under the building Safety Act 2022 is managed as far as reasonably practicable to ensure risk associated with the building from maintenance and habitation is managed.
The Building Safety Act (BSA) is a very significant piece of legislation with far-reaching implications for building owners and controllers, and of course residents too.
The BSA introduces many new rules and duties for the management of fire and building safety, and these will vary depending on the height of your building/s, with the greater number of measures in place for high-rise buildings over 18m or seven storeys.
In addition, it allows for supporting legislation to be introduced, one being the Fire Safety (England) Regulations 2022. This places additional responsibilities on the Responsible Person, including checking fire doors quarterly and installing way finding signage.
The work involved in discharging those duties (but not the accountability) can be delegated to JY&D should clients wish.
This proposal is to ensure all Risk associated with Managing High Rise Buildings are identified and mitigated as far as reasonably practicable through proactive audits and inspections to prevent unwanted event from happening and if it happens reactive procedures in place to prevent minor incident escalating into major incident.
As Health and Safety Issues including fire management becoming a greater concern all over the world for residential dwellings due to major incident happening across world, even in developed countries such as UK’s Grenfell Tower fire disaster killing at least 72 people in 2017. In the US, the 2022 national estimates for residential building fires and losses show that there were:
- 374,300 fires.
- 2,720 deaths.
- 10,250 injuries.
- 10,821,300,000 in dollar loss.
It also imperative to mention the legal implication of breaching health and safety statutory requirements from failing to comply with legislation, regulations of both national and internal laws (ILO).
Health and safety legislation, ‘Management of Health and Safety Regulations 1999’ requires all organisations to ensure that they have access to competent health and safety advice.
The cost of training an in-house based competent person and ensuring their continuing competency can be high. In addition, further costs may be experienced with documentation purchases and time off to attend further update courses and seminars. The service provided by JY&D Consultancy therefore offers a cost-effective solution.

An annual “health check” of your safety management system is an integral part of the SLA. The health check, which is in the form of an audit, inspection or visit, allows for gaps in compliance to be identified and advice given on how to address the gaps. The school will receive a written action plan with clear guidance on what actions will be needed along with advice on how compliance can be achieved with a proportionate and pragmatic approach.

Organisation’s Responsibilities
The Organisation will be responsible for:
- Accidents must be reported appropriately and investigated by management with the assistance from JY&D as required.
- Managers ensure that the responsibilities and arrangements contained in the Organisations’ Health and Safety Policy are always complied with.
- The organisations employees must follow the health and safety policies and procedures.
- All projects undertaken by the organisation which have health and safety implications should be notified to the health and safety team.
- Day to day feedback from the organisations will provide ongoing monitoring.
